Activation Plans
The purpose of the Activation Plans is to outline strategies and tactics our region will prioritize to advanced the 3 priority sectors — Clean Energy, Advanced Manufacturing, and Agriculture.

The Activation Plans were created to identify the strategies and tactics that guided our region’s efforts to advance the three priority sectors, Clean Energy, Advanced Manufacturing, and Agriculture. These plans served as an essential roadmap for the Kern Coalition, helping translate the priorities outlined in Regional Plan Part II into actionable next steps.

By defining near-term strategies and longer-term opportunities, the Activation Plans continue to shape the direction of the Catalyst Phase and inform project concepts selected for early-stage development. They also laid the groundwork for the Implementation Phase, providing the structure needed to guide continued investment, coordination, and project readiness efforts across the region.

Regional Plan Part II
The Regional Plan Part II (RPPII) serves as the Kern Coalition’s strategic direction for mobilizing current and future resources to create high-quality jobs within identified key industries that align with the objectives of California Jobs First. This strategy, which seeks to grow the Kern County region’s economy and improve the wellbeing of all residents, including historically disinvested communities, focuses on a mix of tradable and locally serving industries that will collectively support the state’s transition to a carbon-neutral economy.
The development of RPPII included a series of community engagement sessions, desk research, and interviews with representatives from the public sector, industry, labor organizations, community-based organizations and others. RPPII further builds on the economic assessment outlined in Regional Plan Part 1.
